I have not yet addressed this rather complicated issue.  Right now there is no anchor scrolling at all.

I think I have this fixed.  Let me know if it works for you.

Also, I added a feature to update the URL when a new tab is clicked, making it more obvious and easier for people to copy the URL if need be.
