This is a setting of UberMenu that can't be defined by the menu instance, meaning it must manually be set by the menu item itself, namely the top level menu items.
Ubermenu will default to "Automatic" sub menus, and we want "Flyout". To set this, simply click the Ubermenu toggle while hovering a top level item, click the submenu tab, and select "Flyout Submenu" as seen here:

, Do we even need UberMenu for it, if we are just using it as a straight two-level menu? I don't think they have any third level menu items, at least checking from the sitemap.

No. We don't need it. However you can make a case that it's quicker and more efficient to use UberMenu even in this instance rather than wrestle with twentynineteen or build your own from scratch.
But yeah, I totally get it, this one could go either way.

Okay. It is just switching them all to flyout menus?

Yes, that's it. And it only needs to be done on new top-level items. All top-level items on Church & Rel Ed were updated to Flyout on June 5, regardless if they had children.
