Low Priority - When editing links, the settings cog is not clickable (flickers)

When editing Featured Tiles' Summary box, they are trying to add links to bullet points. Sometimes when adding a link in the WYSIWYG editor, it flashes so you can't click on it. It's not consistent, but it happens on Chrome, Firefox, and Safari, but not consistently. Only happens in WYSIWYG editors, not Gutenberg.

We've had this issue on other sites, but not sure if we figured it out or just ignored it. Developers may be unaware of this issue because they don't add content to WYSIWYGs very often and content people may ignore it because it is an issue that cannot be replicated and seems to be random.

I have not seen it yet, then again, as you pointed out I haven't spent much time editing in WYSIWYG editors.

I added the possible solution to the editor style sheet.  Perhaps that will do the trick.

Pardon my intrusion,  Veronica Alvarado, Project Manager at Diocesan Veronica and Ryan Ross, Developer at Diocesan Ryan , but I have had this happen on other sites too. I talked to Kyle Brown and, if I remember correctly, it was a problem with WordPress that was supposed to be fixed either in the last update of WordPress or that it is coming to a WordPress version near you. I know it happened on a few other sites, but it is consistent, so there has not been a great solution developed.
