I'm lost.  What is the determining factor on whether or not to show child pages?  What is "left empty?"  Or, is the request to simply remove this feature all together, and they will use Featured Panels manually to arrive at their desired presentation?

Correct, the request is to remove the feature altogether and they will manually put in any information they'd like to be presented.
