We have a gutenberg block for accordions with WYSIWYG editors, but it would need to be styled.

They aren't sure if they want it or not but would like to know the cost or if it would cause any delays in launch. 

OTHERWISE
They would be using anchor tags, which would need to be offset due to sticky header.
