✔ Is there a way when link's href is '#' to not do anything/ not have it reload the page?

I know KS has done it on a site before where the "#" href does not do anything. Can you do that for this site too? When clicking "Welcome" in the menu it makes the masthead do a little alley-oop thing, which is weird.
