Within multisites, only Super Admins can update HTML code. Maybe what we need to do is make Amy & Meagan super admins, but keep their adminimize stuff hidden? Test?

Maybe because only admins can do html code?

Add Amy & Megan as Super Users so they don't have to worry about the code being rewritten.
Move all other parish/school admins to "Limited Administrators" with access to everything the same except Theme Settings & Menu
