Is this a specific plugin or just one that will do this?

any one that will do this. There's one we normally use but idk if it's stil the best one to use.

I am not sure what exactly needed to be reordered or why, but I added Post Types Order and made it show that only posts can be reordered by anyone that has a role of at least author. There was no description of what this needed to do, so I have no idea what needed to be reordered, but you can change it in Settings>Post Types Order

Homepage news posts need the manual reordering. 
She's wanting to change up the order when things get closer to happening or become more important.

She might be able to do that with just changing the published dates. I am not sure if the Post Types Order plugin will be able to do that, but I think changing the Published date for the post would be able to or at least the developer could make it like that.

I tested the plugin and it worked on the homepage, so it should be good to go.

To be clear, I agree with you on the fact that changing the published dates would be better but she was insisting on having us rebuild the site so she can rearrange them on the homepage to her liking and since we're already at 141 hours out of a quoted 40, I opted for the plugin route
