❏ As a group admin, I want the ability to send test messages to any group member or admin across all available channel formats.

These test messages would override the channel preferences of the user and send a test both SMS and email. There is no ability to send a test message to the App at this time, so that is out of scope.

Note February 06th: 
Business rule: if I send it as SMS the message will be sent just to persons with that info.
If i don't have an email, so the application will show a message "This user does not have a valid email."
This will be available for members. 

Behaviour expected: as a normal message. We will need to include a way to identify this is a Test Message.
