Essentially, the icons will be lighter before hovering then darken on hover.

I've styled this, and everything seems to work correctly.

For the icons in the header, the opacity is modified on both the icon and the text, based on hover status.

For the icons in the footer, the opacity is only modified on the icons depending on hover status. The text will still become bold on hover, but it looked weak and inconsistent to apply limited opacity as well.
