Change should be made for both header and footer social media

I made changes in /sass/site/primary/headers/_header3.scss and /sass/site/primary/footer/_footer3.scss, which includes resetting the sizes of the requested elements to 1rem.

As we discussed, I can adjust the “white space” around the social media icons in the footer, but it'll be a bit of a balancing act to maintain the current æsthetics.
