When screen is resized, DOV's buttons are always like 20% of the bottom homepage

The solution for this will be significantly different if they authorize a sticky header, as opposed to if they want to stay with the static header.

What I've done on this should work well enough for now.

If the client desires, I can spend more time to smooth out the minor jerk effect that affects certain viewport sizes, but at this point, I'm trying to minimize their labor/development costs.
