Can we setup a way to handle temporary spikes of traffic to DOV site for file downloads or to view a news article? Example given to us: Diocese releases a news article detailing an abuse case. This causes traffic to spike severely as people come to the site to view/download this article. In their example it was a PDF. 

Would hosting the PDF offsite be effective? In their example they threw out using a CDN, not sure if a CDN would be effective here.
