I believe this was just a case of confusion on the titleof the page.  The link on the megamenu calls it: PA Child Protective Services Law / Mandated Reporting.
The name (title) of the actual page that was built is 
PA CPSL / Mandated Reporting.

They should be consistent, so I think just changing the page title to PA Child Protective Services Law / Mandated Reporting will take care of this, and then the extra page (with no content) can be deleted.
