is it possible to have the homepage overlay with the blue menu, but on inner pages, the header image is after the blue menu bar? They don't want the header image to be hidden under the blue area

Yes - BUT, this creates a bit of a headache, as we are sort of mixing sand and oil here.  With a "sticky" fixed menu/header where the menu bar can change size it becomes difficult to determine where the bottom of the menu is.  Where as previously all we needed to do was figure out where the bottom of the header bar was, which is fairly constant.

I'll need to go to the drawing board on this one, as this deviates from the original design I'm going to need to be creative.

Gotcha. 
If you have another solution for their header images being covered up, please let me know. (Other than editing the images so that nothing important is at the top)

It's not the option you want to hear, but, scrap the sticky menu, problem solved.

Got creative and applied some jQuery height margin fixing to Inner pages to achieve this desired result while maintaining sticky menu functionality.  There's a good chance this solution will interfere with something down the road, but for the time being its problem solved.
