Connie,

I figured out where the "remembering" was coming from.  I'll spare you the boring technical details, and summarize it down to the issue applied to select boxes only, and I had to remove the "selected" from the drop down options themselves in addition to clearing the select box value to "empty".  The "selected" part was the culprit, making it appear as though it was reset, but functionally it was not reset.

I've done a good bit of testing this morning, to the point where I'm comfortable marking this as done.
