It doesn't seem this had any functionality on dev either. Maybe we just never did anything with it. I just want to open discussion about this. It should probably prompt a form popup with contact info and a form to submit a question. Is this possible? If so, I can create a form.

Appears to be an oversight.  I seem to think the discussion on this was originally intended to link over to Customer Care.

That said, a popup form is certainly doable if you elect to go that route.

If we did a form, is there any way to pull in the order number automatically for the order that the button was clicked on?

There's probably a few ways to handle it, but it could be real tricky in a pop-up scenario.
