Z-index issue resolved.

Full width issue is complicated in general, and further complicated by design.  I can't reiterate that enough.

It took a solid 3 hours to arrive at this result.  I've only set it up configured on the "Print" menu, but, it works as designed with the full width menu gray "footer" bar.

Menu is established, using Uber Menu for megamenu options.  The layout consisting of a 'site width' menu content section, anchored by a 'site width' footer menu nested in a full browser width footer section, requires CSS applied to the several unique row classes in the style.css file in order to achieve desired layout.
