Here is the App screen concept.

The App Stats can be obtained via API
For the Short URL, the unique URL for each parish's app can be obtained via API, then those URLs need to be sent to a URL shortener on the app server via HTTP POST with JSON request body. Michigan Labs has documentation for this if needed.
