✔ Small Laptop/iPad Pro Landscape - wants it as smaller desktop rather than bigger mobile

when people are viewing the website on smaller laptop screens or iPad Pros in landscape, the site gets a little distorted. It looks like it switches to an oversized mobile version as opposed to being the full site but scaled down. If I scale the window down, it also does the same thing. What's interesting is that it doesn't seem to be dependent on screen ration but actual screen size.

I adjusted this breakpoint from the 1229px KB had to 969px so iPads (at least in landscape) stay in desktop mode.
