Footer - Z-index is too high, Envira lightbox is being overtaken

It looks like the Footer Z-index is too high. The light-box should gray out the entire screen, but if the footer is in the frame/fold, then the footer overlaps the lightbox and it doesn't function as well. See screenshot below. The z-index for the lightbox is z-index: 99994; whereas the footer's z-index is 200003;

I'll probably just set the z-index for the lightbox. There was a reason for me to use such a weird value, but I don't remember what it was. I'd rather just fix the few things that need to go over it than have to rebalance everything.
