DOSP Redesign

Attached is the proposal for the redesign we discussed. It's broken into
minimum requirements and then additional items that the diocese can decide
if they wish to implement or not. The majority of the time/expense in this
project is in the setup of the hundreds of pages that we'd be bringing
together into a single site.
