If the homepage looks good and everything looks like its in the right place I can start to work on some inner pages and the contact page! I just need your approval to move on to the next step!

I think the urgent alert would work best on the top of the page! that way it has the most visibility when arriving on the page.

I'd rather have the URGENT message bar right underneath the main navigation bar. I think people would be more inclined to see it there because of the eyes natural sight going to the navigation bar.

Yes, I like it there? Just so I'm clear with its functionality , I can turn that off and on as needed for urgent messages. So if I have no urgent message, the red bar will not be present.

Absolutely! There are many plugins for word press that can be used to show breaking news! this way you can hide the banner when there is nothing urgent!
